Fueling the explosive growth of Shanghai Municipality, the migrant population is accounting for an increasing proportion of the urban population. The sixth census conducted in 2010 showed that the ratio of the migrant population and the urban population rises from the fifth population census of 1:3 up to 2:3 of 2010 years. According to the inherent laws of the population development and city agglomeration effect, the migrant population will approach to the urban population in Shanghai in the future. It is statisted that now there are 2.024277 million migrant population in Pudong permanent population, accounting for 40.13%. Compared with the fifth national population census of 699224 people, more than 1.325 million people are increased in 10 years, its growth rate is 189.5%, average annual increase of more than 130000 people, and average annual growth rate is 11.22%. Migrant laborers have played an important role in the construction and development of Shanghai's urban area. 76% of migrants are laborers and more than 10.38% are jobless. The jobless migrant population has the lowest income and the most difficulty in affording medical care.

       Migrant Population Medical Fund aims to make migrant persons who have contributed to our city construction feel at home and share loving care from the whole society through the support of successful person from other provinces, enterprises, organizations, individuals willing to help migrant population free from poverty and diseases.

      Migrant Population Medical Fund will aid migrant workers and their families who cannot afford medical treatment. The Fund will ensure basic medical care for the migrant population by building a charity medical treatment network in Pudong and other qualified locations, gradually improving the medical services for outlanders.
