CHAPTER Ⅰ. General
Article 1.
In order to regulate the management of the Shanghai Angel Charity Foundation (hereinafter referred to as the Foundation) project, ensure that the project operates legally, compliantly and reasonably, achieve the expected objectives of the project, and safeguard the legitimate rights and interests of the Foundation, donors and beneficiaries. In accordance with the "Regulations on the Administration of the Foundation", the "Shanghai Angel Charity Foundation Charter" and relevant national laws and regulations, this system is specially formulated with reference to advanced project management systems at home and abroad;
Article 2.
The Foundation is equipped with project management full-time personnel and driving project management duties;
Article 3.
This system includes project establishment, project implementation, project funding, project evaluation, and project information management.
CHAPTER Ⅱ. Project Management
Article 4.
The project establishment and management work shall comply with the relevant provisions of the Foundation's purpose and articles of association, and comprehensively consider the public welfare, feasibility, effectiveness and sustainability of the project;

Article 6.
All projects must be approved by the Secretary-General of the Foundation and the Board of Directors, approved by the President or its designated agent, and the approved projects can enter the implementation phase;

CHAPTER Ⅲ. Project Implementation Management
Article 8.
Implement the system of project leader, supervise the whole process of project implementation, be responsible for the day-to-day management, inspection and acceptance, and regular reporting of the entire project, ensure that the project is progressed in an orderly manner, and the flow of funds is carried out according to the budget;
Article 9.
The organization shall formulate the annual plan and budget of the project and report it to the Board of Directors for approval; the annual plan of the project shall serve as the basis for project execution during the year, but shall not limit the implementation and development of the project; if new projects emerge during the implementation process Significant changes will be made to the key factors of the opportunity or project. On the basis of sufficient argumentation, the annual plan can be adjusted appropriately and reported to the Board for approval.
Article 10.
Regularly summarize the project's phased work and report to the Secretary-General and the Foundation's Board of Directors on the progress of project implementation and performance completion;
Article 11.
The project participants shall strictly abide by the relevant confidentiality system (or undertake confidentiality obligations in accordance with the specific project agreement); they shall not copy, disclose or plagiarize the contents of the project in any form; they shall not disclose the situation during the review and review process and The results of the review without approval.
CHAPTER Ⅳ. Project Fund Management
Article 12.
The Foundation implements budgetary management of project funds. The supervisory plan, project budget, and implementation plan prepared by the Secretary-General shall be confirmed by the Foundation's financial authority and approved by the Foundation's Board of Directors;
Article 13.
The Foundation shall allocate project funds to the project implementation unit according to the terms of the project cooperation agreement, budget, project progress, assessment and acceptance results, and the project implementation unit shall provide legal and valid invoices to the Foundation;
Article 14.
The person in charge of the project shall urge the project implementation unit to faithfully and fully implement the project budget and contractual agreement to ensure the legal, reasonable, standardized and efficient use of the project funds;
Article 15.
The person in charge of the project shall, in conjunction with the foundation's finances or entrust a third-party professional organization, inspect, supervise, evaluate and audit the project implementation and use of funds, and report to the Secretary-General and the Board of the project phase or project completion. financial report;
Article 16.
The management and use of project funds shall be subject to inspection and supervision by the higher-level financial department, the competent department of business, the registration authority and the supervisors of the Foundation. The project implementation unit shall cooperate and provide relevant materials.
CHAPTER Ⅴ. Project Evaluation Management
Article 17.
The person in charge of the project shall urge the project implementation unit to submit project reports on a regular basis (or in accordance with the requirements of the project agreement). The project manager of the foundation shall conduct inspection and acceptance according to the actual situation, and the foundation financial or third-party professional organizations will conduct financial reports according to the financial report. Check and evaluate, if there are adjustments or revisions, the project leader will urge the project implementation unit to make improvements to achieve better project results;
Article 18.
Upon evaluation and acceptance, if the project has serious losses or other violations of laws and regulations, the Foundation has the right to investigate the responsibility of the project implementation unit in accordance with relevant laws and regulations (and in accordance with the requirements of the project agreement).
Article 19.
At the end of the project, after the project leader, financial or third-party professional organization conducts the final inspection and evaluation of the project, the project summary and evaluation opinions are formed, the project effectiveness is evaluated, and the follow-up project is guided.
CHAPTER Ⅵ. Project Information Management
Article 20.
The Foundation implements institutionalized and normalized management of various data and information implemented by the Foundation. The project execution unit designated the staff to be responsible for the information management of the specific project, to ensure that the project data is timely and accurate, and the information commissioner accepts the leadership and supervision of the Foundation Project Department.
Article 21.
The project execution unit shall collect, organize and provide relevant pictures, videos and text materials in the project implementation process in a timely and complete manner.
Article 22.
According to the progress of the project, the Foundation shall use the official website of the Foundation or other media to publicize the progress and achievements of the project cooperation between the Foundation and the implementing unit; publicize and establish a good image of the donors actively undertaking corporate social responsibility.
CHAPTER ⅥI. Supplementary Provisions
Article 23.
These Measures shall be promulgated and implemented after being approved by the Foundation Board.
Article 24.
These Measures are explained by the Shanghai Angel Charity Foundation.
